Green Industrial Policy at a Crossroads: A Policy Primer on South Africa’s Industrial Development Strategy 2026 for Trade Union Debate and Resolution

This working paper represents a synthesis paper following a 7 session study group tween affiliate unions from COSATU and SAFTU held from March - June 2026 supporting trade unionists who are directly contending with and challenging industrial policy in South Africa.

This working paper is a collaboration between the Economic & Climate Lab and Think-Tank (ECLAT) and Trade Unions for Energy Democracy (TUED). The authors are Luam Kidane and Brian Kamanzi.
